Opportunity Information: Apply for PAS KTM NOFO 23 06

The U.S. Embassy in Kathmandu is offering a FY2024 discretionary grant (Funding Opportunity Number PAS KTM NOFO 23 06) to select one partner to organize a South and Central Asia (SCA) Regional Model United Nations (MUN) Conference in 2024, along with supporting workshops and provincial-level MUN programs in Nepal. The award will be made as a cooperative agreement, meaning the Embassy expects to be actively involved in shaping and overseeing key elements of the project. The opportunity sits under CFDA 19.040, is managed by the Department of State (U.S. Mission to Nepal), and has a maximum funding level (award ceiling) of $80,000 for a single anticipated award. The notice was posted August 10, 2023, with an original closing date of August 25, 2023.

The Embassy frames this program as part of a multi-year effort that has been running for six consecutive years to strengthen youth networks across South and Central Asia and to build practical understanding of regional challenges through multilateral simulation. The Embassy highlights the scale and precedent of the program: the 2023 final regional conference brought together 200 participants from 13 countries, with delegates nominated by U.S. Embassies across the SCA region, and Kathmandu also ran seven provincial MUN conferences in Nepal as a lead-in to the regional gathering. Cumulatively, the Embassy reports that more than 1,200 youth from SCA and beyond have participated in its MUN conferences, and more than 1,000 Nepali youth have received MUN training through the provincial series. For 2024, the regional conference is planned for Kathmandu in a hotel venue capable of accommodating the full event and logistics, and it would again host about 200 delegates, including organizing committee members, working through mutually agreed agendas and committee simulations.

The primary target audience is university-level youth ages 20 to 30, generally at the bachelors degree level or higher, with strong English ability sufficient to discuss complex policy issues. Representation and inclusion are emphasized: at least 50 percent of participants should be female, delegates should be drawn from across the SCA region and from all seven provinces of Nepal, and selected participants should reflect Nepal's cultural, religious, ethnic, and social diversity. In practice, this means the implementing partner is expected to manage recruitment and selection processes that produce both regional breadth and meaningful inclusion inside Nepal, while still meeting the academic and language requirements needed for a high-level MUN simulation.

Programmatically, the Embassy links the conference to its broader mission priorities in Nepal: promoting democracy, increasing economic prosperity, and building resilience. The MUN is meant to be more than a debate exercise; it is positioned as a training ground for leadership, teamwork, conflict resolution, and diplomacy, while also strengthening understanding of democratic values, practices, and the rule of law. The conference themes are expected to be tied to major SCA regional issues, and proposals are encouraged to show how the applicant will consult alumni of past Embassy-supported MUN programs and engage subject matter experts to shape relevant agendas. The notice lists possible thematic areas such as economic growth, regional integration, good governance, and cybersecurity, but leaves room for applicants and stakeholders to refine or select the final focus areas.

The stated objectives focus on measurable skills and future engagement. By the end of the program, 200 regional participants are expected to demonstrate increased public speaking skills and stronger knowledge of democratic values and rule-of-law concepts during the main MUN conference, and more than 500 Nepali participants are expected to demonstrate similar gains through the provincial workshops and conferences. A second objective is to encourage youth to pursue future participation in international forums, suggesting the program aims to create a pipeline of capable, confident young leaders who can engage beyond the MUN setting in real-world policy, civic, and regional cooperation spaces.

The expected activities are substantial and multi-part. The core deliverable is a five-day residential regional MUN conference for 200 participants, scheduled sometime between May and August 2024, with required components including opening and closing events, a welcome reception, and sessions with expert speakers. Beyond the flagship conference, the partner must run a series of MUN workshops in various areas in Nepal and in the region, and also conduct seven provincial MUN events across all seven provinces of Nepal, with at least 50 participants in each province. The program design is expected to incorporate direct engagement with U.S. Government representatives as well as with non-government actors such as NGOs, businesses, and think tanks that work on regional priorities, bringing in technical experts aligned with the chosen agendas. Another required element is experiential learning days, where delegates spend time in relevant host-community settings connected to the program themes, adding a practical, field-based dimension to the policy discussions and simulations.

A notable budgeting constraint is that the proposal budget must not include international delegate travel costs. In other words, while the program convenes participants from across the SCA region, the cooperative agreement funds are not intended to pay for those international travel expenses, and applicants need to structure the budget and cost assumptions accordingly. Overall, the Embassy is seeking an implementing partner capable of end-to-end program delivery: agenda and curriculum design, stakeholder consultation, recruitment and diversity targets, logistics for a large residential conference in Kathmandu, provincial and workshop rollouts, speaker and partner coordination, and structured interaction with U.S. and regional institutions to reinforce both the diplomatic simulation and the real-world policy learning outcomes.
